The Podilskyi District Court of Kyiv has ordered a pre-trial detention for a man suspected of intentionally killing a doctor during a military medical examination (VLC). He has been sentenced to 60 days in custody without the option of bail until September 26.

According to the case materials, the 31-year-old man, who was found to have violations of military registration, was undergoing a VLC at the Podilskyi District Territorial Recruitment Center on July 29 around 15:10. The prosecutor stated that the suspect, realizing the surgeon intended to declare him fit for military service, took a knife from his bag and stabbed her 17 times, including 4 penetrating wounds to the chest, as well as to the neck and torso. The woman died at the scene from blood loss and shock. The suspect made no attempt to provide her with assistance, the prosecutor added.
The prosecution requested the court to impose 60 days of detention on the suspect from the date of his arrest, July 29. Among the risks of a non-custodial measure, the prosecutor cited the possibility of the suspect absconding from court, influencing witnesses, and the risk of re-offending.
The suspect’s lawyer opposed the pre-trial detention without an alternative. He stated that his client has no prior convictions and lives with his family, requesting the court to impose house arrest instead.
What the suspect said in court
The suspect stated in court: “I admit that the consequence of my actions was the death of the victim.” He explained that before arriving at the recruitment center, he had not slept all night due to a toothache, had high blood pressure, and had undergone medical examinations. He mentioned that he had a medical check-up in 2013 and was deemed partially fit due to poor eyesight. Now, he claims, an ophthalmologist has declared him fit for military service. The accused explained his actions as follows:
“The fact that the surgeon declared me fit. From the moment I entered the office, she exerted moral and psychological pressure, humiliated me, and boasted about her authority, which could affect my military service,” the suspect stated.
He also recounted that before his apprehension, he was shot in the head and then beaten on the head. He added that he does not know the witnesses in the case and cannot influence them.
What the court decided
The Podilskyi District Court granted the prosecution’s request and ordered the suspect to be held in custody for 60 days without the possibility of bail.
Additionally, the suspect will undergo an outpatient forensic psychiatric examination to determine his mental state at the time of the medical examination.
On July 29, the Kyiv police reported the detention of a 31-year-old man on suspicion of murdering a doctor during a military medical examination. The Kyiv City Recruitment Center asserted that the man had violations of military registration, which led to his medical examination.
The following day, the suspect was notified of suspicion under the article for intentional homicide. The penalty for this crime carries a sentence of up to 15 years in prison or life imprisonment.
