Large decorative cats, recently installed on the roofs of Kyiv bus stops, have sparked lively discussion on social media. The Kyiv City State Administration explained who is installing such structures, who is paying for them, and why they are not considered outdoor advertising.
This was reported by the Department for Advertising of the Kyiv City State Administration and the enterprise “Kyivreklama”.
The city does not spend budget funds on installing advertising structures or decorative elements at bus stops. All work is financed by advertisers at their own expense.
The Kyiv City State Administration clarified that the Department issues permits only for the placement of advertising media, and does not approve their design or advertising content. The content and creativity of an advertising campaign are determined by the advertiser and the company placing the advertisement.
The city administration also noted that decorative volumetric figures, particularly the cats on the roofs of bus stops, are not considered outdoor advertising media under the law, but rather belong to elements of urban improvement.
